Zephaniah pictures God searching Jerusalem with lamps for people settled on their dregs, convinced the LORD will do neither good nor harm. The image exposes moral indifference, not ordinary rest or a nervous God spying for minor mistakes.
Complacency is functional disbelief expressed through settled injustice and spiritual apathy. It assumes choices carry no consequence and vulnerable neighbors can remain unseen.
The warning is severe, yet it creates opportunity to wake before judgment arrives. Repentance becomes attention, accountability, restitution, and renewed participation in the good God commands.
